1. Protection of Personal Information Act (POPIA - Act 4 of 2013)
Legal Risk: Under South African privacy jurisprudence, vehicle registration plates can be classified as Personal Identifiable Information (PII) if cross-referenced with vehicle licensing databases (e.g. eNaTIS).
Zero Plaintext Plates: The application never displays or publishes full registration numbers. Plates are immediately masked (e.g. GP 882***) directly on client submit.
One-Way Cryptographic Hashing: Raw plates are irreversibly hashed using salted SHA-256 (plate_hash) solely to detect duplicate reports, without storing identity.
Dynamic Geofenced Danger Zone: Alerts broadcast behavior and physical proximity (e.g. "Silver Sedan 300m ahead swerving") rather than individual targeting.
Auto-Expiration TTL: High-risk moving reports auto-expire after 10 minutes, preventing stale surveillance tracking.
2. Defamation & Crimen Injuria Safeguards
Legal Risk: Publicly labeling an individual as a "drunkard", "criminal", or "idiot" exposes both the reporter and platform to civil defamation lawsuits and criminal crimen injuria charges under SA common law.
Objective Behavioral Taxonomy: Subjective slurs and insults are blocked. Drivers choose from standardized, neutral observations (e.g., "Erratic Lane Weaving", "Extreme Tailgating").
Peer Verification Threshold: Warnings rely on collective validation. If multiple surrounding motorists vote "Cleared / Gone", the marker is immediately purged.
No Public Blacklists: No persistent driver scoreboards, shaming walls, or historical tracking of vehicles are retained.
3. National Road Traffic Act (Act 93 of 1996 - Regulation 308A)
Legal Risk: Section 308A strictly prohibits holding or operating any cellular phone or communication device while driving a motor vehicle on a South African public road.
Hands-Free Speech Engine: Integrated Web Speech API allows voice-activated triggers (e.g., "Hey RoadGuard, report reckless driver").
